Premiere speeds up audio playing in other applications.

i know specific question.  wondering if else has had issue.  while editing, if have music playing in background (just enjoyment, not edit, seperate application), audio gets sped up.  premiere's audio fine. 

 

any audio playing instance through spotify, websites, itunes, vlc, bridge, gets sped up. 

 

i use external audio i/o box acts soundcard.  problem still occurs when change soundcard within , outside premiere.

no problems here.
