Converting HD to 4:3 best quality

i working on project shot in hd.  client wants convert 4:3.  there space on both sides crop if there way , end clean 4:3 quality outcome?

does have ideas?  have tried few things seems dimminish quality.

can't gaurantee results, eyes, here can try:

 

create dv standard project (ntsc or pal needed), , import hd clips , drop them sd timeline. right-click on clip(s) , make sure "scale frame" not checked. should see blown-up center of hd clip, actual pixels, in program monitor. use adobe motion controls , scale clip down need it. export sample desired format , check quality. note if needed, able pan image side side using motion controls , keyframes, in order keep subject framed in 4:3.

when i try using AE CC 3d camera tracker after the first step it says "Analysis solve failed." help?

im attempting editor , trying edit segment video game (bo2) , im trying have text stick wall in video. every time try using camera tracker spends 5 minutes completing first step , guess succeeds because goes second step says "solving camera" or that, red bar appears saying "analysis solve failed." do? if you're trying use 3d camera tracker on movie froma vieo game not shot real camera, camera tracker unable solve "real" camera matched scene.
