Closed Windows Explorer Screen

i can not past closed window explorer screen no matter how close ie.

i have closed ie & used task manger to close & verify closed

it still telling me close ie.  what's stopping me?

"windows explorer" lets navigate trhough files , folders on hard drive.

"internet explorer" lets navigate websites , pages online

they're 2 entirely different applications , internet explorer must closed (and process terminated) flash player install.

there instructions here:how close internet explorer , other programs running on windows

but recommend download adobe flash player offline installer(s) directly right clicking each of following links , "saving" files desktop.

flash player activex (internet explorer)

flash player plug-in (all other browsers)

 

then, reboot system , run both installers before open anything. way there no processes outside of windows running.
