Creating Unique IDs for elements (non-DITA)...

i know there's solution somehow via scripting - problem is, have no clue far fm scripting
we're using standard xml api our structure , works out fine, except 1 thing stumbled over.
when creating toc in fm11 based on xml files within book, we're receiving results (pages referenced correctly). long doesn't come down jump marks.
fm11 doesn't create correct jump marks toc entries. after analysis, because unique ids referenced elements non-existant (they're required , declared uniqueid in dtd , edd, not set automatically). therefor fm11 points jump marks towards nearest element unique id.
this behavior points me 2 questions:
1. can fm11 create unique ids upon creation of toc (same way creates ids when using xref)? or
2. can fm11 create unique ids automatically on insertion of element, requires id?

my xref wizard plugin can set unique ids automatically when insert elements and/or save documents. use purpose time:

but don't come here sell plugins, perhaps there solution. find don't understand architecture. kind of toc generating? sounds structured toc. i'm not clear on why referenced element need unique id.
