How do I sample color from a photoshop image and apply it to an Encore menu color sets

i'm 3 months , many hours of tutorials premiere procc, audition cc, , encore cs6. apparently nifty dynamic links ppro , audition cs6 no longer work encore, encore not upgraded cc. so, want sample color original photoshop image, , create encore menu color set, menu bttons, etc. colored match main photo image in menu. there eyedropper kind of tool in encore let me sample color image, , apply color swatches in encore button layers? if there can't find it! ~thanks!

few users here familar "encore".  personally, don't know is.
