Importing from DVD - multiple frame rates


i'm working on editing sample reel, using material dvds. rip dvds via either ripit or mac dvd ripper pro (mdrp) , import either whole disk or individual vob files premiere pro cc. either way, first clip of main feature displays frame rate of 29.97 in pp, while other vobs main movie display 23.976. 29.97 wrong -- video shows lot of tearing, when stop see frame jumps, , sync drifts. 23.976 files good. i've opened 7 dvds way , have same problem -- first file wrong, others right. (image below -- first file @ 29.97, others @ 23.976.)

 

if change frame rate on first file, looks better it's running slow , audio sounds s l o w e d down.

 

anybody know what's going on here? was  excited use premiere project, because can work dvd files without  transcoding. far, no love.

i've looked @ vob files vlc , appear same -- stamped 59.94 frame rate.

 

so i'm mystified this. have ripped more dvds now, come in correct, don't.

 

if use handbrake , convert each chapter separately, can them play @ 23.976

 

so maybe bug in way adobe interprets frame rate of vob file.
